The base rail on a stair case is used when the string is closed. It is the strip that sits on top of the string and holds the spindles.
An internal baserail is grooved on the top and bottom to accommodate the base of each spindle and the top of the string. Where there is excess space between the base of a spindle or the top of the string, infill strips are usually used to fill the remaining area and to tightly wedge everything in place.
